Feeder League Report

1. The Alliance between the Merseyside Competition and the Southport and District League (the MSCA) is to commence in 2003, with each league contributing 12 teams. At first, the 24 teams will play in one league.

2. In 2004, the top 12 will play in 'Alliance Division 1' and the bottom 12 in 'Alliance Division 2'.

3. At the end of the 2004 season, the team finishing at the top of the 'Alliance Division 1' will be promoted to the 'Liverpool Competition Division 1' with one club being relegated.

NOTE:
a) This is subject to the top club fulfilling the Liverpool Competition Ground Criteria.
b) Should the top club not wish to be promoted or not fulfil the ground criteria, then no other Alliance Club will, in that season, be promoted and the bottom club in 'Liverpool Competition Division 1' will remain in that division.
c) There will be 2 up and 2 down between 'Alliance Division 1' and 'Alliance Division 2'.

d) One club from each of the continuing Merseyside and Southport Leagues will replace the bottom clubs in the 'Alliance Division 2.'

4. At the end of the 2005 season, promotion and relegation will continue on a 2 up and 2 down basis between all divisions and leagues.

5. The Alliance will play time cricket in accordance with the current Merseyside Competition arrangements (5 hours).

6. The Alliance will adopt the Merseyside Competition rulings in respect of professionals.

7. Other major issues such as Umpires/Fixturing/Financing are currently being resolved through sub-committees between the two leagues.

8. A Joint Consultative Committee will be formed comprising equal members from the Alliance and the Liverpool Competition to oversee all matters relating to Playing Regulations and the operation of the feeder system. There will be four representatives from the Alliance and four from the Liverpool Competition, which will include the Chairman.

9. The desire of the Liverpool Competition is to ensure that, over a period of time, the Alliance (particularly in Division 1) plays a longer game. This has been acknowledged and a progressive increase is envisaged from, possibly, 2004/2005.
